Any motor carrier that employs drivers of Commercial Motor Vehicles (CMVs) must maintain a DQ File for each driver. This applies to vehicles with a Gross Vehicle Weight Rating (GVWR) of 10,001 pounds or more, as well as all interstate operators. Yes. DQ Files are required based on the type of vehicle operated, not the license class. Under 49 CFR Part 391, any driver operating a Commercial Motor Vehicle (CMV) must have a DQ File. A CMV is defined as a vehicle used in commerce that:
• Has a GVWR or GCWR of 10,001 pounds or more
• Is designed to carry 9 or more passengers for compensation or 15 or more not for compensation
• Or transports hazardous materials requiring placards
