PA PUC Overview

A PA PUC Number is the number provided by the Public Utility Commission of Pennsylvania for commercial carriers of property, excluding household goods, when providing transportation between points in PA. As a non-IFTA registrant, you should have a PUC Number if your business is conducted inside Pennsylvania state borders. The PUC requires an annual filing that may assess a fee of under 1% on gross sales of all business conducted between locations in PA depending on your business type.

Doing intrastate business in the State of PA without getting the authority from the PUC can result in fines of $1000 per violation.

 

When do I Need a PA PUC Number?

When both the origin and destination of your trip are in Pennsylvania and if you are compensated for that trip then you need to apply for a PUC (utility) number. Taxi and Limousine service in the city of Philadelphia are under the jurisdiction of the Philadelphia Parking Authority (PPA). A Federal Department of Transportation (DOT) and / or Federal Motor Carrier number do not authorize you to do intrastate business.

 

Can I Operate in Pennsylvania Before I Have a PUC Number?

No. An application must be filed, and a certificate must be issued before intrastate transportation service may be provided or advertised.

 

What Type of Insurance is Required?

Commercial insurance. Insurance forms have to come from an insurance agency or underwriter directly. Cargo waivers have to be signed by the applicant. On hook insurance is not acceptable.
