PUCO Overview

Every intrastate commercial motor vehicle operator that transports cargo between two points within the state of Ohio is required to have a CPCN from the PUCO before beginning operations. ‘CPCN’ stands for Certificate of Public Convenience and Necessity. Motor carriers must renew their CPCN annually and keep all company and insurance information on file with the PUCO current. Motor carriers that operate in interstate commerce must also keep all company and insurance information on file with the PUCO current.

Doing intrastate business in Ohio without getting the authority from the PUCO can result in fines of $1000 per violation.

 

When is a CPCN required?

All for-hire motor carriers operating point-to-point in Ohio must have a CPCN from the PUCO before beginning operations. CPCNs will NOT be issued to private carriers.

 

Is a CPCN necessary if I already participate in IFTA, UCR, or IRP programs?

Every for-hire motor carrier operating point-to-point in Ohio must undergo an initial registration process for a CPCN, irrespective of whether they participate in UCR, IFTA, or IRP programs. However, motor carriers that participate in the UCR program are exempted from the annual renewal of their CPCN, except for household goods (HHG) carriers. On the other hand, holders of IFTA or IRP who operate intrastate commerce must renew their CPCN annually.

 

When do I have to file my annual PUCO (intrastate) registration?

The renewal period for intrastate applications is from May 1 to June 30.
