40 Individuals Linked to $150 Million Cargo Theft Scheme Arrested
After a year-long investigation, the California Highway Patrol (CHP) has charged dozens of individuals connected to a large-scale cargo theft scheme.
The CHP’s Organized Retail Crime Task Force (ORCTF) and Cargo Theft Interdiction Program recently conducted a statewide enforcement operation called “Operation Overloaded,” which targeted individuals involved in a cargo theft scheme believed to have stolen over $150 million worth of goods from more than 200 cargo loads.
The CHP arrested 40 people during the operation and seized over $50 million worth of stolen merchandise and 20 stolen cargo trailers. The authorities also confiscated several vehicles, multiple firearms (including ghost guns), over $550,000 in cash, and 13 gold bars.
CHP Charges Dozens in $150M Cargo Theft, Faces Felony Charges
The suspects involved in the theft scheme face several felony charges, including conspiracy to commit grand theft, grand theft of cargo, vehicle theft, and identity theft.
The investigation began in March 2022 and included 50 targeted operations involving multiple surveillance teams, undercover officers, arrests, and the execution of several search warrants.

California Governor Gavin Newsom expressed his gratitude to the men and women who helped shut down this criminal operation, saying, “This large-scale enforcement operation is part of CHP’s everyday work to keep our residents, communities, and businesses safe. I’m grateful for all the men and women who helped shut down this criminal operation and get dangerous firearms and stolen merchandise off our streets.”
The CHP commissioner, Sean Duryee, praised the dedication and commitment of the officers and investigators, saying, “This team has worked tirelessly to unravel this complex case. I continue to be impressed by the dedication and commitment put forth daily by our officers and investigators. Their efforts help make California a safer place to live and work.”
According to the CHP, more arrests are expected in connection with the cargo theft operation.
